Overview
Estonia applies EU plant health rules for wood packaging. Third-country pallets and crates must be debarked, treated by an ISPM 15 method and carry the IPPC mark (Regulation (EU) 2016/2031 and Annex VII of Implementing Regulation (EU) 2019/2072). The national plant protection organisation is the Agriculture and Food Board, known as PTA, which has plant health inspectors at the ports of Muuga and Paldiski, at Tallinn airport and at the border with Russia at Narva and Koidula. We could not verify details of how many consignments are sampled or the year of first enforcement, so the date is based on the EU-wide 2005 start. Non-compliant wood may be treated, destroyed or returned at the importer's expense. In the domestic pallet market the EUR pallet at 1200 × 800 mm is dominant in grocery retail, but Estonia's close economic ties with Finland mean that the Finnish 1200 × 1000 mm pallet is also frequently seen, and the one-hour ferry-time link between Tallinn and Helsinki moves big volumes of palletised goods. Forestry and wood processing are prominent, so Estonian sawmills and pallet factories supply local needs and export heat-treated pallets to Scandinavia. Muuga, the biggest cargo port, is a transit point for Russian-origin and Central Asian freight in some years, depending on sanctions.
