Overview
Indonesia controls imported wood packaging through its quarantine agency, now consolidated as the Indonesian Quarantine Authority, known as Barantin, whose website the IPPC lists as the NPPO page. The legal framework is Law No. 21 of 2019 on animal, fish and plant quarantine, which requires imported carriers of pests to enter through designated ports and be presented for inspection. Wood packaging is expected to meet ISPM 15 with the IPPC mark. Quarantine officers can order treatment, destruction or refusal of material that is not compliant, and failure to report goods can bring penalties under the quarantine law. We did not confirm the date when ISPM 15 enforcement began, so the year is left blank. Tanjung Priok in Jakarta handles the largest container volumes, followed by Tanjung Perak in Surabaya, Belawan in North Sumatra and Tanjung Emas in Semarang. Inter-island trade across an archipelago of thousands of islands means that pallets also move domestically on ships and trucks, so locally made wooden pallets of plantation wood such as sengon and rubberwood are plentiful and cheap. Indonesian exporters of furniture, palm oil products and consumer goods usually heat-treat and stamp pallets for overseas buyers, and there is no well-known national pooling scheme.
