Overview
Oman is recorded as having begun applying ISPM 15 to imported wood packaging on 1 December 2006, according to the implementation list kept by Australia's agriculture department. Wood pallets, crates and dunnage arriving with cargo are expected to be debarked, treated by heat or another approved method and carry the IPPC mark. Plant quarantine inspection is run by the agriculture ministry's plant protection staff, who work at the main entry points. Most sea freight enters through Sohar, which sits next to a large free zone and industrial complex, and through Salalah, a major transhipment hub for container lines serving East Africa and the Gulf; Duqm is a growing industrial and bunkering port. Because both Sohar and Salalah handle large volumes of transit and re-export cargo, packaging often passes through on its way to neighbouring Gulf states that also enforce ISPM 15. Pallet use follows the wider Gulf pattern: the 1200 × 1000 mm size is common for imported industrial and FMCG cargo from Asia, while 1200 × 800 mm pallets appear in goods from Europe. I could not verify a local pallet pooling operator or a published penalty schedule, so exporters should keep treatment certificates and photographs of the mark ready in case a consignment is held for inspection.
Key points
- Australia's implementation table lists Oman as applying ISPM 15 from 1 December 2006
- Plant quarantine inspection at ports; no single bark rule confirmed beyond ISPM 15 text
- Non-compliant WPM can be refused, treated or re-exported (general practice, penalties not verified)
Frequently asked questions
Does Oman require ISPM 15 for wooden pallets?
Yes. Oman is listed as applying ISPM 15 to imported wood packaging since 1 December 2006, so pallets and crates should be treated and carry the IPPC stamp.
Which ports in Oman see most pallet traffic?
Sohar and Salalah handle most container cargo, with Muscat and Duqm smaller.
What if a pallet has no stamp?
Expect it to be held and treated, destroyed or re-exported at the importer's cost, as is usual under ISPM 15 practice.
