Overview
Russia requires imported wood packaging to meet ISPM 15 and has done so for many years; as a member of the Eurasian Economic Union it also applies common EAEU phytosanitary requirements. The IPPC lists the Federal Service for Veterinary and Phytosanitary Surveillance, Rosselkhoznadzor, as the national plant protection organisation, and its territorial offices inspect consignments at seaports, rail crossings, road checkpoints and airports. I could not confirm the year the ISPM 15 requirement started, so it is left blank. Findings of unmarked or infested packaging can lead to treatment, destruction or return of the goods, and Rosselkhoznadzor has historically been strict, sometimes restricting suppliers. Since 2022 sanctions and rerouting have changed trade geography: St Petersburg and Ust-Luga on the Baltic handle less Western traffic, while Novorossiysk on the Black Sea and Far Eastern ports such as Vostochny and Vladivostok, together with rail routes from China, have gained weight. Pallets in Russia are a blend of formats. The 1200 × 800 mm EUR pallet is used in modern retail, while the 1200 × 1000 mm pallet is widely used in industry, and a Russian standard pallet in 1200 × 800 mm also circulates. I did not verify the presence of pooling operators. Russian pallet manufacturers supply much of the domestic market and heat-treat for export.
