Overview

Montenegro is expected to apply ISPM 15 to imported wood packaging, and its plant health system is being harmonised with EU law as the country negotiates for accession. Responsibility rests with the Administration for Food Safety, Veterinary and Phytosanitary Affairs, whose inspectors operate at border crossings and in the port of Bar. I did not verify the national legal act or the year when enforcement began, so the start year is blank. Bar is the country's main commercial port and the terminus of the railway to Belgrade; it handles containers, bulk and ro-ro traffic, and a seasonal peak of imports for the tourism industry in summer. Kotor is mainly a cruise and small-cargo port, and Zelenika serves smaller vessels. Trucks from Serbia, Bosnia, Albania and Croatia enter at land borders such as Debeli Brijeg and Dobrakovo. As elsewhere, packaging found unmarked or infested can be treated, destroyed or sent back at the importer's expense. The domestic economy is small, so pallet volumes are modest. Imports of food, drink and building materials come mostly on 1200 × 800 mm EUR pallets from Serbia, Croatia and Italy, with 1200 × 1000 mm pallets in heavy goods and beverages. Local wood processing is concentrated in the north, and some producers heat-treat for export. Organised pallet pooling is not established.
