Overview

Ukraine requires imported wood packaging to be treated and marked under ISPM 15, and has posted a series of ISPM 15 implementation notices on the IPPC portal, the latest in December 2024. Control is the task of the State Service on Food Safety and Consumer Protection and its regional offices, which also manage the registry of Ukrainian companies authorised to treat and stamp wood packaging; regional offices such as Dnipropetrovsk have convened meetings with industry on wood packaging regulation. I could not confirm the year when ISPM 15 first became mandatory for imports, so the start year is blank. The war has reshaped the trade geography: deep-sea ports at Odesa, Chornomorsk and Pivdennyi operate under a maritime corridor, and Danube river ports such as Izmail have taken on much more traffic, while significant cargo travels by rail and road through Poland, Romania and Moldova. That means pallets often arrive in Ukraine already inspected in the EU. Ukraine's alignment with EU law under the Association Agreement is moving plant health rules closer to EU practice. The local pallet market is mixed: the 1200 × 800 mm EUR pallet dominates in retail and agricultural exports to the EU, while 1200 × 1000 mm pallets are used in heavy industry and legacy post-Soviet supply chains. Many Ukrainian producers sell heat-treated, stamped pallets for the export market.
